Critical infrastructure operators face an increasingly complex threat landscape driven by geopolitical conflict, nation-state cyber activity, digital transformation, and growing dependence on interconnected Operational Technology (OT) environments. While cybersecurity frameworks and regulatory requirements establish important foundations for protection, organizations must also be prepared to sustain mission-essential operations when disruption occurs.
This session introduces the concept of Operational Resilience Engineering (ORE), a quantitative methodology developed to help organizations evaluate, measure, and improve resilience across critical infrastructure environments. Drawing on original research focused on energy systems and industrial operations, the presentation will explore: The evolving cyber and geopolitical threat landscape affecting critical infrastructure Key vulnerabilities introduced by OT, ICS, cloud connectivity, and digital transformation The difference between cybersecurity compliance and operational resilience Operational Dependency Modeling and identifying critical operational dependencies Quantitative approaches to resilience using risk, reliability, and dependency analysis Executive decision-support tools for prioritizing resilience investments and recovery capabilities
Attendees will leave with practical insights for strengthening organizational resilience, improving continuity planning, and enhancing preparedness for cyber, technology, operational, and large-scale disruption events.
Based on research presented through the Institute for Homeland Security at Sam Houston State University and focused on practical applications across energy, manufacturing, transportation, healthcare, and other critical infrastructure sectors.
