Robert Crane with the Institute for Homeland Security at Sam Houston State University will present on the critical role of the U.S. Global Positioning System in delivering precise positioning, navigation and timing (PNT) services for business operations, highlighting common use cases. Leveraging the cybersecurity framework, participants will learn to assess GPS receiver dependencies, evaluate potential disruption scenarios, and identify mitigation options. The session will also demonstrate how GPS-related risks should be integrated into Business Impact Analyses (BIA) and risk assessments to enhance overall business continuity planning.
About the Speaker:
Robert Crane is the Program Executive for Public Sector Engagements, Energy Security, and PNT at the Institute, a role he has held since February 2022. A DRI Certified Business Continuity Professional (CBCP), Mr. Crane champions operational resilience across critical infrastructure and end-user communities. Prior to the role at SHSU, he retired from federal civil service as the U.S. GPS and PNT Resilience Advisor at the Department of Homeland Security, where he coordinated national policy on space-based systems, cybersecurity, and infrastructure resilience. His career spans nearly 47 years in advisory and leadership roles in homeland security including the U.S. Coast Guard, culminating in his retirement as Commander with over 26 years of service. He will serve as Co-Chair of the Maritime Risk Symposium to be held in Houston, Texas in the summer of 2026. Mr. Crane also brings private sector experience across transportation, financial services, oil & gas, and agriculture sectors. He holds a B.S. and an M.B.A. He actively sits on the board of the Energy Security Council, and participates in industry-led organizations including the Association of Continuity Professionals, the Continuity Council, the Resilient Navigation and Timing Foundation, the Institute of Navigation, the Foundation for Infrastructure Resilience, the Secure-The-Grid Coalition, and the National Security Innovation Council. For 18 years, he has taught online academic courses in business continuity, crisis management, and critical infrastructure protection as an adjunct professor at the University of Central Missouri, and serves on the homeland security advisory board for the George Washington University.
